Dear Reading-Liberally Members,

The following e-mail was sent by "yours truly" to President Obama.

However, as described in this week's e-mail to RL members, our official Six-Degrees-Of-Separation e-mail campaigns require unanimity or, at most, one dissent (in which case we report that we reached a consensus) -- and at our May 11th meeting there were two dissents to making official the following e-mail to President Obama.

Nevertheless, as also described in this week's e-mail to RL members, everyone has a constitutional "freedom of speech" and, accordingly, can send the following e-mail in their own Do-It-Yourself Six-Degrees-of-Separation E-mail campaigns.

To do so, after participating in the official six-degrees campaign contained in “Taxing The Profits From Exporting American Jobs” in this section of the bulletin board, substitute the following e-mail to President Obama for the one contained in “Taxing The Profits From Exporting American Jobs” and copy the first line of the following e-mail in order to substitute it for the middle of the subject of the e-mail you are sending to your friends and acquaintances -- and then proceed as instructed in “Taxing The Profits From Exporting American Jobs.”

Incidentally, at our May 11th meeting, our U/Utah Biophysics Expert confirmed that the U.S. Government does NOT patent any discoveries resulting from the basic research funded by the National Institute of Health ("NIH").

Benefiting American Taxpayers For The Scientific Discoveries Of Basic Research They Have Financed

Dear Mr. President:

As you are probably aware, the U.S. Government funds an incredible amount of basic research through the National Science Foundation, the National Institute of Health, the Defense Department, etc.

As you are probably also aware, the U.S. Government does not patent any of the discoveries that result from this research. Instead, companies both U.S.- and foreign-based are free to capitalize on these discoveries and they are even free to conduct any manufacturing based on these discoveries in low-wage countries such as China.

Accordingly, it is recommended that you announce a new policy accompanied by legislation, if necessary - (A) that the U.S. Government will patent all discoveries resulting from basic research that it funds, and (B) that the U.S. Government will license such discoveries for commercial use provided that the licensees, whether U.S.- or foreign-based, conduct in the United States any manufacturing operations utilizing the technology.

It is recognized that many of the discoveries resulting from research conducted by the Defense Department are kept secret, much like the famous Coca Cola formula is a "trade secret." However, it should be a small matter to provide that when defense secrets finally enter the public domain, they will automatically be subject at that time to a new patent owned by the U.S. government that will become part of the program described above.

Consideration should also be given to the problems posed by the unauthorized use of the technology that will be owned by the U.S. government. It would be appropriate to insist with all of the members of the World Trade Organization ("WTO") that - (A) every WTO country will ban imports of goods made with the U.S. government's technology without a license, and (B) exports of other goods to WTO countries from countries that use the U.S. government's technology without a license to produce goods for internal use or export to non-WTO countries, will be subject to seizure to pay for the royalties that should have been paid on the goods used internally or exported to non-WTO countries.
