1995 Balanced-Budget Constitutional Amendment

Here is the text of the 1995 Balanced-Budget Amendment to the U.S. Constitution which was easily approved by the two-thirds vote in the U.S. House of Representatives for referral to the 50 states for ratification. However, it fell one vote short of the required two-thirds vote in the U.S. Senate.

Republican Senator Lindsay Graham has said recently on Meet the Press that more than 20 Democratic U.S. Senators are on record as favoring a Balanced-Budget Amendment to the U.S. Constitution.
